"Who is responsible for the identity theft"

Under the current laws, the responsible for the identity theft is the consumer, because as far as I know all the banks or the ATM banks has a rules and regulations and there is a solution or prevention in that identity theft. If the consumer did not read the law of the bank they are the responsible for that. In order to prevent that, it should be the consumers will change their behavior, the consumers must be attentive and not be gullible in order to avoid identity theft.
In my suggestion, the appropriate punishment for identity thieves is 5-6 years imprisonment because it is hard yo earn money and save it to the bank and then the scammed benefits all the money has been earned. so imprisonment is the appropriate punishment for that. We can handled that thieves by monitoring them in the internet, if it is not the consumers should be attentive and adjust their behavior not be relax only. As an advice to the credit card holders, we should be attentive in order to avoid identity thieves and we should be not relax or gullible and also we should follow rules and regulations.
